More engagement pictures, wedding pictures, ceremony with guest pictures and resubmit IMM5406
With the application we had submit those pictures and IMM5406 but why they request again?
If the VO asked to submit "more" pictures, then maybe the pictures that were sent were not enough. I guess it depends on how many pictures your sister and her husband sent. If they sent only a few pictures from each ceremony, the VO might want more just to confirm for themselves that those ceremonies were genuine and really happened. I remember reading that in some places there are businesses that offer fake wedding and engagement ceremonies, complete with fake guests, fake hall, etc., just so that pictures can be taken to fool immigration officers into thinking a real wedding has taken place, when it was really just a show. So if the VO is asking for more photos of the ceremonies, it might be in order to establish whether or not that's what's happening in your sister's case. I have no idea really, as I don't have any experience yet with the Singapore VO, but that's the first thought I had. As for resubmitting IMM5406, I have no idea there either, but maybe there was an error or something wasn't clear to them.
