Hi,

My mother did not meet the Residency Obligation  (730 days in last five years at the time to travel visa application). She was in Canada for over 500 days during the last five years. However, my brother who sponsored my mother was living with her during that time. Would it be considered?

No - unfortunately this time will not be considered.

The "accompanying a citizen" rule only applies if someone is accompanying their citizen spouse - or if a child under 22 is accompanying a citizen parent.
