i  applied to immigrate to canada with 65 points , my file stil in process , so can i took ielts again to gain 2 more points?

Yes,

I think it is better to send your IELTS to visa office before they send to you the negative decision

Do not waist time try to get your IELTS report with good band and submit it to the immigration office before they take any decision about your application.

Did you submit self declaration form for English?

My estimates followes

Education :-  25
Language ability :- 24 ( Just submiting self declaration form for English)
Work Experience :- 21
Age             :- 10

Can you let us know how you got 63 points?
