Sometimes it is just because of caseload.  I know someone whose file was transferred to Seattle and nothing unusual happened after that.  It was processed and he got his PR.

By saying that they may transfer due to caseload, I mean that Buffalo may have a high caseload at some point and another visa office is not that busy.  I think that is what happened in my friends case.

In some cases like with FSW or sponsorship, transfer could mean that they want to interview.  In PNP cases, they do not interview as far as I know.

Hey Leon,

Does a file transfer indicate that your background/security check has been completed? As I see people who get their files transferred, get their visas in the usual time of 2 months.
