Dear Qorax

thanks a lot for your reply, I really appreciate that ...

but what I am concerned about is that I received 2 replies from a lawyer in Canada telling me that my application is rejected and I should reapply again...
please note that he is not my lawyer , I was asking him if can file "writ a mandamus " for me ,,, as my background checks took more than 43 months

Dear *****,

I should mention that my law firm would be unable to assist you with or comment on your application in progress.

Unfortunately, if you still wish to obtain Canadian Permanent Residence, you will have to reapply and recommence the process all over again, essentially starting at the beginning.

I hope you will still have a strong interest in making a new future here in Canada.

Dear Qorax,

May GOD give you all the happiness & success here and ever after. You dedication to help others is an example for millions. I have my immigrant visa stamped, and by grace of GOD also came to know about my wife's pregnancy. My ORIGINAL plan was to spend further 1 or 2 years in GULF, after landing in Canada. I thought i will keep myself as "non-resident for Tax purposes" so my GULF salary would not be taxed in Canada for such 1 or 2 years. For that reason i decided to get only the PR card and NOT to get the health card, driving license etc. and keep my Canada stay/ visits to minimul. But now, with pregnancy i understand its better to get done the delivery in Canada, otherwise again visa and all ( i donno the process even).

Questions:
1) Does my assumption of Tax Resident & Non-Resident is correct? in respect of "even with PR i can be a Tax non-resident" becuase not-staying in Canada and ties with Canada is only PR Card.

Now keeping in mind that with "NO HEALTH-CARD" (or health insurance) cost of delivery in Canada is CAD$ 10 to 25 thousand, my further Questions are:
2) If my wife & current kids get the health card (know that for Ontario have 3 months waiting period) and get done "FREE Delivery", will it push my case to "for Tax - Resident"?
3) Even if i manage to pay all delivery cost my self, signifcant chances for "Tax Resident" are there?
4) Any other way for Tax Planning where outside Canada income is not taxable? (in above given circumtances)

Will appreciate your response. Thanks in ADVANCE.
Regards,
toCA

Your application and supporting documents were received by the London England office. They are pending review.

We transferred your application to the London England office on June 15, 2010. The London England office may contact you.

Your application was reviewed and we started processing on March 22, 2012.

Does it means that i have passed selection decision related to points.i mean does it means  my points are calculated or still calculation of points is pending because many people got decision made after processing date started and i got a month before date 22-03-2012.so  please guide me
