Hi there..

I applied for immigration under the Investor program from Bangladesh about a year ago. My file was opened in July 2008 and until today I haven't received the 2nd letter from the CIC where they ask you to submit all docs.  I applied under the Federal investor program and have gone through an agent. I did not know that if I had applied under the Quebec program it would have shortened the time required for the entire process. Since I have not sent any docs to the CIC yet, is there any method to transfer my case from Federal to the Quebec system. Thanks.

I don't know if you can transfer but certainly you can withdraw and apply again under Quebec.
