Hi! I got decision made on the ecas early December of last year. So, I called the centre and they told me my PR application (H&C) was approved. I'm still waiting for the letter, but...

1) Does that mean the interview was waived?
2) The letter is taking kinda long, but someone mentioned it's probably because of the holidays. I know it's not because of a wrong address. Is this normal?

1) Usually, yes.  Not sure how applicable that is to H&C cases, though.

2) Yes.
