 Do not depend on "Substituted evaluation". The only way out for your case is increase your IELTS score.
 Do not put yourself at the mercy of the Immigration Officer. Remember........you are going to invest a lot of time...money and effort into this process.

What is the Compelling circumstance in your case....?.............do not get into this if u do not have more than or equal to 67 points.......
