I don't understand half of the text in your message but if your score is 63 and you need 67, the easiest way is what others have told you already to improve your IELTS.  If you already know a little French, you can also build on that and see if you can manage to get some points for TEF.

IELTs or marriage that's the only 2 options you have

thank you so much on ur opinions and suggestions but as i read in cic.gc.ca/english/resources/manuals/op/op06-eng.pdf  under 12.2 of Education states that

Medical doctor degrees are generally first-level university credentials, in the same way that a
Bachelor of Law or a Bachelor of Science in Pharmacology is a first level, albeit “professional” degree
and should be awarded 20 points. If it is a second-level degree and if, for example, it belongs to a Faculty of Graduate Studies, 25 points may be awarded. If a bachelor's credential is a prerequisite to
the credential, but the credential itself is still considered a first-level degree, then 22 points would be
appropriate. It is important to refer to how the local authority responsible for educational institutions
recognizes the credential: i.e., as a first-level or second-level or higher university credential.

AND SKILLED WORKER PROFESSIONAL who can apply selection factors adaptability: (at the cic.gc.ca) Spouse or common law partners level of education states:  a 1 yr diploma, trade certificate, apprenticeship or university degree and at least 12 yrs of full time equivalent studies = 3 points.  if it is true, my trade cert in automotive mech is 3 points and 25 points for my wife if she is a faculty of graduate studies? so we earned a total of 69 points..correct me if im wrong...thank you...

IELTS with High band (total 14points IELTS higbands in each section, french is also cover some points depend on your french language level) or Marriage with graduate degree holder boy/girl only is the way to get cover this gap for points.
if he/she marry with school certificate holder girl that will not cover any single points.

May be means it is up to the visa officer and their good or bad moods.  It is optimistic to apply counting on that.  A bad mood results in your application being denied and some wasted time and money.  It is better to ensure that you have enough points before you apply.

If your wife is the principal applicant and her education qualifies for 25 points and yours for 3, then you may end up with 69 but if you are not sure that her education qualifies for 25, then it would be advisable for her to work on her IELTS to try to get a couple of more points in.

About VISA officers MOOD. I know one guy he is not in this forum, he applied with 62point in 2009 with IELTS 10points and 5points missing but those days visa office accept written material to prove english language is high or not. this guy sent 20pages what he wrote for the project. VO mood was good and he migrate in 10months and VO awarded 67points and english language as high points.

BUT now rules change and many changes in immigration process, now CIO/VO not accept any written material even CIO/VO not manage single point missing application they now reject it straight way...

Same here.  I applied in 2000 and no IELTS, no TEFL, just wrote a letter saying that I had spent 9 months in the US when I was 18 and during my university studies, most of my textbooks were in English.  I got my visa in 9 months.  It is not that easy any more.
