Hi,
I was just wondering if it is necessary to have a Phd while applying as a University Lecturer under 4121. I'd appreciate your comments.

Employment requirements

    * A doctoral degree in the field of specialization is required.

    * Licences or professional certification may be required for professors teaching future practitioners in certain professionally regulated fields, such as medicine, engineering, architecture, psychology or law.

In Canada, it is a requirement to have a PhD for 4121.

I do know that a lecturer does not have to have a PhD degree in the university, even master degree works because I know for sure that he performs the same duties as a PhD holder and still he falls under 4121.

OP 6 Section 6.1
Note: For the purpose of skilled worker applications  "Employment Requirements" listed in the description of each occupation are not applicable.

Section 10.12 states
Experience can be calculated by adding up the number of weeks of full time work i.e 37.5 hours per week in one job or a total of 37.5 hours per week in more than one job, in one or more of the NOC categories

not take into account whether the applicant meets "Employment Requirement" description set forth in the NOC for the occupation (s) listed

So let say a person becomes a university Lecturer after completing Bachelors degree, and performs duties that mostly matches to 4121 (8 out of 10 mentioned in noc list, title of lecturer also matches) and 4122 (6 out of 8 mentioned, where job title doesn't exactly match), which category would be better to apply under....Though the employment requirements in noc list doesn't fulfil here (phd for 4121 and Enrolment in university for 4122), but as mentioned by S.K the "Employment requirement are not applicable for skilled worker applications".

duties should match, qualifications only give you points for education, not occupation.

I am a lecturer in university. I have done Masters in Engineering. And have not even enrolled for Phd. So tell me whether I can apply under noc 4121.

well   u can apply easily.
right now u r 2/3 points short from ur experience(21 is the max), but it will be minimized by your brother,s adaptability point (5).
u will get full points from education & age (25 & 10 respectively).
important thing is that u need GT IELTS score for immigration not academic & u have to require 10-12 points to meet the pass marks 67. if u Merridie with a bachelor/masters degree holder lady then u will awarded another 4/5 points which would relax ur IELTS pressure.

thanks alhamra for your guidance can you also give me sugestion for my brother since he is also willing to apply for immigration but he was told that his profession does n't lie under noc this is brief description of him
my bro is having bachelor degree in computer sciences 4yr prog along with 3 yr diploma of Associate Engineer - RTV Electronics (83%).he is presently doing job in IT field as Systems Engineer  Systems Support /Engineer since more than 4 years his job responsibilities are as folows can any one having same experience guide him that wether he is eligible for canadian immigration or not

1.a Systems Engineer for their new project Project is related to bulk printing and dispatching of  statement of account, Utility bills, Transactional documents etc. in a very limited time period. My responsibilities are planning  of a project and write program in PreS IDE to generate spool file from our customer provided data, so it can be printed through state of the art Kodak VT3000 variable data printer
2. played a major role in designing of a system WORK FLOW.   
3.Worked as a development engineer / Team lead responsibility was to research for designing of new products; such as GSM modem based data accusation system
4.I have been trained to operate and maintain NCR cheque clearing Machines (7780, Itran). In addition to this I have conducted various tanning sessions to train junior engineer
