38 NOC list time frame

was there a time frame of Feb 28 to Nov 2008 to apply under 38 catagory list or it can be applied anytim after that date too. Also anyone got immigration completed within 12 months under this catagory.

Well, the 38 Ministerial list was approved after a long debate. Now every NOC has a quota and it will only be known once CIC has clear statistics. They can only have the stats in not less than an year and a half. Which projects the possible change of NOC in the month of March or April 2010. This is my assumption. But logically speaking, this list will stay for 2 years
