ARE THERE ANY 2 YEAR PG DIPLOMA COURSE IN MEMORIAL UNIVERSITY OR ANY UNIVERSITY WITH LOW COSTS HuhHuhHuh??

Unlikely, I think majority of Canadian universities programs are at least three years degree program. Some of them may provide diploma program with two years, but not sure if that is what you are looking for or not.
