2 Questions: Non completed Uni, and IELTS

Hello all,
I have two questions about filling out the application form for Skilled worker.
1. I am graduated in Technical High school which give me a diploma for Technician of Radio and TV equipment(Thats a 5 years study). Then i start to learn in the University, but in the 3 year i have personal reason to stop my studying. So i have 15 years of full time study and Diploma for Technician of Electronic equipment. How should I put this info in the application
- As 15 years of full time study (or only 12 years, because i am not graduated from the Uni.)?
- What is the highest taken diploma - Trade or Non university diploma ? - I am not quite sure how to transfer my level of diploma into the canadian diploma levels.
2. When i send the application to syndey , do i need to put a copy of my IELTS results?

Question 1:
From OP6
"Pursuant to R77, officers should award points for the credential and years of study that the
applicant has completed at the time the application is made. If further study is completed and
documentation submitted between application and assessment, officers must award the points for
the highest educational credential obtained at the time of assessment."
You will be evaluated seperately for the credential and for teh years of study. You will not get points for the degree but you may get points for the 'years of study, which you have completed'. But you may need adequate documents to prove that you have actually completed 3 years of studies in the university.
