due to circumstances I am in States my residency expires in nov next year. I need like 15 months to meet pr obligation but right now I have only 13 months.

Will I be able to make it now,( will the immigration officials let me in even though I am short of 2 months), and stay for the extra 2 months and apply for extension. Will that work?

You will most likely be let in since they don't have exit controls and from other people's experience, it doesn't seem that they will know you don't meet the requirements unless you tell them.  When it comes to applying to renew your PR card, the important factor is that you have 730 days in Canada in the previous 5 years before you apply so if you need more time, let your PR card expire and apply only after you have the 730 days.
