if possible contact the Zambia embassy in India may be embassy will help you to get PCC.
if you dont get PCC from Zambia than send written explaination with proof that you tried to get PCC from Zambia.

Procedures for Obtaining Police Clearance Certificates
1. You must obtain a set of fingerprints taken on a standard finger print form at any Police Station in the area of residence.
2. Cost of Police Clearance Certificate US $100.00 for Zambians living abroad
US $150.00 for non Zambians living abroad
3. Make the International Money Order Money payable to: The Inspector General of Police, Zambia Police Service.
4. Send documentation in a DHL envelope or any other courier to: The Inspector General of Police
Independence Avenue
P.O. Box 50103
Lusaka, ZAMBIAAtt.: The Director (C.I.D.)

Note: Police Clearance Certificate is valid for 90 days only.

I have also checked this which u mention these above, thanks for doing this, i get this info. frm google, and F.Y.I i called today in the morning one lady received my call and she informed me we will not issue, i asked her to tell me the procedure and she replied everything is available on website.. nothing much more info. she replied.

that's true, all Zambian embassies not helping in PCC. for that applicant have to follow above mentioned 5Steps.

did you call Zambian police number's? try and talk to them they will also guide you. No other way for PCC even as mentioned in previous post embassy of zambia also will not help. same with many other coutnries (I passed this type of simillar issue with my italian PCC and italian embassies/consulate never help in this matter, I contacted in italy for PCC. so, I looked here for Zambia also have similar issue. contact zambian police inspector office.
ask to this consultancy they will help you to fingerprint forms: http://www.indiafingerprinting.com/queryform.html
nowyou have to arrange and send it to Zambia.
what you have to do : visit govet. authorized fingerprint expert and ask them about get finger print on standard finger print form (this form the expert will creat it him/herself).
send that forms with fees and courrier + paid courrier envelop to get back from zambia.
NO MORE HELP in this PCC matter for Zambia and similar countries.

if you fail to get this PCC wrtie written explaination and send it with application, but remember if you get PER in future may be VO will request for this PCC.
